add maintainers to ibm oem designs

The IBM team has begun working on their next system design which entails
a few IBM-specific functions. These will be stored under the
designs/oem/ibm/ sub-directory. The hope is that by making these designs
public, there will be potential for collaboration in the future with
other companies that have similar requirements.

Add AndrewJ, AndrewG, and Gunnar as maintainers of these docs from IBM.

OpenBMC documentation

The OpenBMC project is a Linux Foundation project whose goal is to produce a customizable, open-source firmware stack for Baseboard Management Controllers (BMCs). This repository contains documentation for OpenBMC as a whole. There may be component-specific documentation in the repository for each component.

The features document lists the project's major features with links to more information.
